Rich Tolocka

Vice President, Client Services

Thanks to an impressive background in project management, Rich Tolocka skillfully ensures that clients’ objectives are met -- and teams are applauded -- as he oversees Phase2’s Drupal design and development engagements from concept through delivery.

As our VP of Client Relations, Rich facilitates engagements from concept through delivery while proactively collaborating with clients as their main point of contact. Even post-launch, clients have learned that he’s still conducting analytics reviews of their sites in consideration of emerging web trends -- all to identify and recommend the next step in their technology evolution.

For more than a decade, he managed software development projects for U.S. Government, commercial, and non-profit enterprises using both Agile and Traditional methodologies; he prides himself on knowing how to blend the two approaches as needed.

Clients usually are quick to thank Rich for his “upfront,” “honest,” and “expert facilitation” in commandeering projects -- particularly in highly aggressive, sometimes territorial engagements.

“My goal always is to focus on the details without losing sight of the big picture. Keeping everyone on the same page -- clients and internal teams alike -- is the number one way to ensure a smooth process.”

Prior to his joining us at Phase2, Rich expanded his skills in Java/J2EE and object-oriented business systems while serving as a project manager, technical lead, analyst, developer, and configuration manager at firms including American Management Systems, Inc. and CACI Inc.

He earned a BS in Business Administration - Information Technology from the College of William and Mary and received his PMP certification in September 2006.

What is one of the key differences between an experienced project manager and one just entering the field? I believe one is this - a recognition that uncertainty is an unavoidable part of the gig, and the ability to manage makes the difference between a great PM and merely a good one. It's neat to find a tool that helps PMs to do just that - that tool is LiquidPlanner.
